Board hears jump in cell-phone referrals under Bell-to-Bell law

Darley said the district recorded 73 cell-phone referrals last year and 175 so far this year. He cautioned that last year junior high schools did not record initial referrals, which may affect year-over-year comparisons. He added that referrals have been leveling off and that only 17 of the current 175 were second offenses; middle schools reported no referrals.
Why it matters: A rise in referrals affects disciplinary workload, student supervision and parent communication. Darley said students appear engaged and interacting more with one another under the new rule.
