Manager’s report: FY26 budget draft, repaving, speed hump follow-up, event licensing and community events

The Council noted the recently completed speed hump on Glendale "looks great" but questioned whether it is high enough to deter speeding; the Manager will review the contract to verify specifications and whether painting was included.
The Council discussed that no-parking curb paint applied in the fall is wearing off; the Manager will contact FSM (the contractor that performs traffic markings) to explore longer-lasting options such as a sealing coat. The Manager reported outreach to D&F about the Leland Court project indicating the County contract may be piggybacked; she is consulting with Ron on next steps.
The Council announced a Community Shred Event on Sunday, May 4, from 9 a.m. to noon (joint with Section 3 and Martin’s Additions). The Manager also reported one private tree removal permit, one building permit for an addition, and one dumpster permit were granted in the past month.
The Council discussed and agreed to pursue a Montgomery County license to permit alcohol at select Section 5 events, with oversight by the Council, Town Manager, or bartenders and charging an attendance fee for ticketed wine events.
