Section 5 council opts for hybrid meetings with limited virtual participation features
Summary
The Council agreed to make April’s meeting the first hybrid session, with Montgomery Municipal Cable providing equipment. The Council decided not to record meetings, to close chat for virtual attendees, to auto-mute participants on entry, to use Zoom, and to circulate login details by email rather than post them publicly.

The Section 5 Town Council agreed March 17 to begin hybrid (in-person and virtual) meetings in April, after Montgomery Municipal Cable ordered the necessary equipment.
Town Manager Rachel DeLong outlined the recommended virtual-participation rules: meetings will not be recorded; the chat feature will be closed to virtual participants; participants will be automatically muted on entry but allowed to unmute to speak; the Council will use Zoom rather than another platform; and login details will be shared with residents by email, not posted on the Section’s website. Council members discussed logistical concerns and reached consensus on these points.
The minutes note that the Council expects the April meeting to be the first hybrid meeting. The Manager will circulate Zoom login information by email ahead of the meeting.
