Board approves Earthtones Cafe transfer and two temporary event permits

The Caroline County Board of License Commissioners on July 24 approved three alcohol-related requests: the transfer of Earthtones Cafe's Class B (beer, wine and liquor) restaurant license to a new Denton location, a temporary permit for the Greensboro Car Show and Music Fest on Aug. 31, and a temporary permit for the Caroline Dorchester County Fair for Aug. 8'10.
Sean Parker and Kimberly Wood, the applicants for Earthtones Cafe, told the board they intend to serve alcohol on the restaurant's first floor and two patio areas. "But, yes, what we're just looking for is to be able to, serve alcohol and have people feel good through this," Parker said as he described the main dining area and a newly built patio with a retaining wall that he said will contain patrons.
Board members probed storage and crowd-control measures, including where alcohol will be kept; applicants said food storage and a non-working walk-in cooler are for food only and that alcohol would be secured. A member noted Earthtones had one prior violation but said overall compliance had been satisfactory and that inspections and record-keeping would continue after the move.
The board also approved a temporary application for the Greensboro Car Show and Music Fest on Aug. 31 with a rain date of Sept. 14. Organizer Brandon Cunningham described a fenced site at the Greensboro community hall with controlled entry, TIP-certified ID checks and an on-site trailer bar. The permit allows a beer-and-wine cash bar; staff said rain-date hours would be shorter.
John Keneally, representing the Caroline Dorchester County Fair Board, asked the board to permit beer and hard cider at exterior locations during the fair. "We would like to, this year, do it on Thursday night," Keneally said when describing three nights of music and the plan to rope off beverage service to keep access controlled. He said TIP-certified servers and board volunteers would monitor sales.
All three motions were moved, seconded and approved by the board during the meeting. Board members reminded the applicants to keep distributor receipts and other records and said inspectors would follow up with walk-throughs to confirm compliance.
The board adjourned at 10:38 a.m.
