Brunswick council adopts event application rules, approves flag design and multiple contracts

Council adopted Resolution 2026-01, the city’s event application process, after John Caves moved and Daniel Yochelson seconded the motion. Councilmember Andy St. John said he would prefer a smaller fee cap of “around $500,” but the resolution passed 4-0.
The meeting also approved the consent agenda, which included a $296,985 quote from Pay Dirt, LLC for the Second Avenue water line. Daniel Yochelson moved approval of the consent agenda; Andy St. John seconded and the consent package passed unanimously.
On the city flag contest, Assistant City Administrator Jeremy Mose reported the online poll favored Option C. Andy St. John moved to approve Option C and Daniel Yochelson seconded. After discussion — including John Caves’ request to delay and ask the designer to make several changes and Eric Smothers’ support for Option C if the designer agreed to amendments — the council amended the motion to ask the designer to incorporate the small changes and return the revised design at the next meeting; the amended motion passed 5-0.
City Administrator Julie Martorana recommended awarding the H Street Sidewalk project design contract to Brudis & Associates for $414,949.81 for work from Second Avenue to Souder Road, pending final approval from SHA. Daniel Yochelson moved to approve the award and Eric Smothers seconded; the motion passed 5-0.
Carrie Myers reported the Maple Avenue sidewalk bid opening and said three bids were received but one was late and excluded. The two timely bids were D.I.R. Construction, Inc. for $296,975 and SFMS, LLC for $466,760; no award was made at the meeting.
The council granted The Learning Tree free use of the east side of the City Park Building for summer 2026 after Daniel Yochelson moved and Eric Smothers seconded the motion; the vote was unanimous. Staff also presented monthly department reports and Julie Martorana presented the FY2027 draft Capital Improvement Program; those items were informational only.
The meeting convened at 6:00 p.m. and adjourned at 7:42 p.m.
