The Village of Shorewood Hills Board of Trustees on May 11 voted to refer discussions about possible retention bonuses and pay increases for village staff to the Village Personnel Committee after meeting in closed session.
President John Imes called the special meeting to order at 6:02 p.m. and the board moved into closed session under Wisconsin Statute section 19.85(1)(c) to consider employment and compensation matters relating to potential retention bonuses and pay increases. A roll-call vote to enter closed session was recorded as six yes votes; the board went into closed session at approximately 6:18 p.m.
Public comment preceding the closed session included remarks from Johnny Voegeli, who said he supported “potential action of increasing pay or other tactics like granting overtime to salaried positions to retain the Clerk.” Trustee Shabnam Lotfi raised a separate personnel-related administrative item during the consent-agenda discussion, noting a typo in the Finance Director/Treasurer position description and asking whether a salary would be included in the job posting; Administrator Brian Mooney replied that a salary will be included when the announcement is posted. The board approved the position description after removing it briefly from the consent agenda.
The board reconvened in open session at 7:07 p.m. Trustee Rocky Van Asten was no longer present; the minutes state he left during the closed session because he believed the closed session was illegal. In open session, Trustee Carol Barford moved and Trustee Mark Lederer seconded a motion to refer the personnel retention matter to the Personnel Committee; the motion carried. The Personnel Committee meeting was scheduled for Thursday, May 14, 2026 at 9 a.m. online. The meeting adjourned at 7:10 p.m.
What happens next: the Personnel Committee will consider retention options at its May 14 meeting; the board approved the Finance Director/Treasurer position description and will post the vacancy with a salary indicated, per Administrator Mooney.
