Commission forwards Dunkirk Town Center draft after asking staff to confirm park-and-ride capacity and ownership

On March 18, 2026, the Calvert County Planning Commission voted 6–1 to close the record and find chapters 1 and 3 of the Dunkirk Town Center Master Plan (March 2026 draft) consistent with the Calvert County comprehensive plan, forwarding a recommendation to the Board of County Commissioners.
Planner Tay Harris summarized prior review and public comments and told commissioners the county had requested staff verify Dunkirk park-and-ride capacity to accommodate additional commuter bus routes to Annapolis, Greenbelt, New Carrollton and College Park. Harris said, "The MTA park and ride is built out to capacity. It is state owned and county maintained," and noted the county is encouraging the Maryland Transit Administration (MTA) to establish routes for which the agency had not committed.
Commissioners recorded no public comments on the Dunkirk item; after brief discussion, a motion to close the record and recommend the draft for adoption passed 6–1. The commission’s action forwards the draft to the Board of County Commissioners, and staff was directed to verify ownership and capacity details for the Dunkirk park-and-ride site as part of the record.
