Board backs draft event-venue license and adds storage rule for multi-event holders

The Caroline County Board of License Commissioners voted Aug. 28 to approve a draft creating a new event-venue liquor license and to amend rules expanding storage rights for multi-event license holders.
Board staff read the proposed language describing a new license under Section 175.47 for rural special event venues, which would authorize on-premise sale of beer, wine and liquor for approved events and limit use by a single applicant to no more than 40 event-days per calendar year. Staff described fee tiers tied to the number of event days and confirmed the draft requires purchase from a licensed distributor and compliance with alcohol-awareness training.
Members raised questions about storage and recordkeeping. One commissioner said the draft should include explicit requirements for locked, inspectable storage and invoices to create an audit trail; board staff noted the rules and regs already require two years of invoices and records for establishments but agreed to add a clear storage clause for event venues. The board then voted to approve the draft with the added storage clause and to send a support letter to the county commissioners for their Sept. 25 meeting.
Separately, the board voted to change multi-event license wording that had limited storage privileges to volunteer fire companies. The amendment removes the restriction so temporary and multi-event license holders may store alcohol under conditions (locked storage and inventory records) similar to fire companies. The board emphasized the requirement for inspectable storage and inventory records before final adoption.
Staff said the amendments and draft rules will be posted online with the regular rules once adopted.
