High Bridge council adopts consent agenda, approves electronic recycling contract and issues awards and proclamations

The Borough of High Bridge council on Dec. 15 un-tabled and adopted Resolution 217-2022 to award a contract for electronic recycling services and approved a consent agenda that included appointments, Chapter 159 grant recognitions, a municipal court contract, a vehicle use policy and year-end transfers.
Council moved to un-table and then adopt Resolution 217-2022 (motions Hughes/Strange); both motions passed by roll call vote with five members voting yes and one absent. The consent agenda (Resolutions 231–244) was approved on a single motion (Graham/Strange) with the same roll call result. The council also approved the bill payment list totaling $1,728,653.81 (motion Hughes/Strange, roll call 5 yes, 1 absent).
At the start of the meeting Chief Brett Bartman and Mayor Michele Lee presented a Life Saving Award to Officer Edward Schaffer and an Exceptional Duty and Chief’s Achievement Award to Officer Brian Shipps. Assemblyman DiMaio addressed the meeting in support of implementing the Blue Envelope program locally to improve communication between police officers and residents. Councilwoman Ferry read proclamations recognizing Councilman Stephen Strange and Councilwoman Lynn Hughes for their service to the Borough. Several public commenters—Chris Zappa, Mary Beth Strange, Alan Mart, Jeanie Baker and Sally Ward—noted the contributions of the outgoing council members and praised recent borough projects including paving and community events.
Council reports covered ongoing borough business: Councilman Graham reported progress on a sewage pump installation at the borough golf course, department budget submissions and final debt payment for the golf course; Councilman Silvestri outlined recent DPW work including paving, leaf and brush pickup, catch-basin and curb-box repairs and new walkway installation; Councilman Strange discussed volunteer needs for future events and read Fire Department statistics; Councilwoman Ferry highlighted successful events from the Historical Committee and the Solitude House activities; Administrator Bonnie Fleming reported year-end closeout work and thanked donors to Toys-for-Tots. Mayor Michele Lee mentioned the borough’s upcoming 125th incorporation anniversary, outreach on New Jersey Transit issues and other local events.
No public hearings were held and no new ordinances were introduced at the Dec. 15 meeting. The council moved to adjourn at the meeting’s close; the Re-Organizational Meeting was scheduled for Jan. 5, 2023 at 7:30 p.m.
