High Bridge council adopts revised zoning map, truck-weight and stormwater ordinances; introduces budget and two new ordinances

At its Feb. 25 meeting the Borough of High Bridge council adopted Ordinances 2021-006 (revised zoning map), 2021-007 (truck-weight fine amendments) and 2021-008 (stormwater management plan), introduced Ordinances 2021-009 and 2021-010, and approved the 2021 budget introduction and a consent agenda of routine resolutions.
The Borough of High Bridge council on Feb. 25 adopted three ordinances, introduced two more and moved forward the 2021 budget.
Mayor Michele Lee opened the virtual meeting and the council voted unanimously to adopt Ordinance 2021-006, the revised zoning map. The council also held and adopted public hearings on Ordinance 2021-007, which amends Chapter 184-8 governing trucks over certain weights, and Ordinance 2021-008, amending the borough's Stormwater Management Plan.
The ordinance on truck weights prompted discussion about enforcement and fines. Councilman Strange said lowering fines on Main Street might not deter violators, and Administrator Bonnie Fleming and Mayor Lee proposed simplifying the fine structure by removing second- and third-offense tiers to reduce court time. Police Chief Bartman said most violations have been first offenses. The council adopted Ordinance 2021-007 by roll call vote.
The council introduced Ordinance 2021-009, which would set mandatory marketing requirements for affordable-housing units, and Ordinance 2021-010, concerning the municipal CAP bank; both were introduced on unanimous procedural votes and scheduled for publication with public hearings on March 25, 2021. "The Ordinance 2021-009 shall be published in the Express Times and/or the Hunterdon County Democrat along with the public hearing date of March 25, 2021," Mayor Lee said.
Council approved Resolution 092-2021 to introduce the budget and set a public hearing for March 25. The consent agenda, which bundled routine resolutions including grant applications, contract awards and salary and wage listings (Resolutions 093–103), passed on a unanimous vote; Resolution 098-2021 (Certification of Compliance) was later adopted 5-0 with one abstention recorded.
The council also approved the bill list totaling $555,666.90. "Motion to approve bill list: Strange / Moore" was followed by a unanimous roll-call vote to pay the bills.
What happens next: the council will publish notices and hold public hearings for the introduced ordinances and the budget on March 25, 2021. Routine consent-agenda items and contracts will proceed per the adopted resolutions.
