Council members asked whether the city could perform the work in-house and whether economies could be found through shared services. Staff said a specialized back truck is required, that staffing and equipment availability make contracting more practical, and that past bids from local plumbers have been competitively lower because they know city territory.
After questions, council moved, seconded and passed the contract award on a roll-call vote.
