The Planning Commission approved a special land use request on Jan. 26 allowing Make a Change Wellness to locate its mental health and social‑work practice at 23629 Liberty Street.
Dr. Ali Bezi, owner of Make a Change Wellness, said the practice will provide community‑focused services to children and adolescents addressing depression, trauma and other behavioral health needs. She said renovations to the interior are planned and would be brought back to the commission if required.
OHM's review found the proposal met the five general zoning standards for special land use and recommended approval with conditions. As read into the record by staff and OHM, conditions include clarifying ownership of the parcel and submitting a site plan within 12 months, plus bringing the building plans to the building official for review when renovations occur.
Commissioners opened and closed the public hearing with no public speakers. After discussion, the commission moved to approve the special land use with the conditions recommended by OHM. The approval was accompanied by findings of compatibility with the Office Service (OS) district, no anticipated increases in traffic or impacts to public services, and the requirement to address any site deficiencies identified by the building official prior to occupancy.
The applicant indicated ownership paperwork had been corrected following a filing error and expects to submit the required site plan prior to the 12‑month deadline. The commission noted it will revisit the project as necessary during the building and site‑plan review process.
