Members of the Walkersville Parks Commission spent the meeting weighing requests to change winter closing times for town parks to accommodate spring sports. A representative for local youth sports asked that winter hours be extended so parks close at 6:00 p.m. instead of 5:00 p.m., beginning March 1, to avoid conflicts with practice and tournament schedules.
The parks liaison summarized the history: a prior request from GVAA/GBAA prompted a temporary accommodation and a motion by a commissioner had previously allowed later use under limited circumstances. Town staff cautioned that lighting is sparse in parts of several parks and that extending hours could increase safety risks in wooded sections. Staff also said changing hours would require updated signage and a single new closing run by maintenance staff rather than multiple trips.
A GBA soccer representative told the commission that his organization could cover the estimated signage cost and that renting turf fields has previously cost roughly $100 per hour, about $1,200 for multi-hour bookings. Town staff countered that established park-closing procedures currently show a 5:00 p.m. winter close and suggested the observed later activity may have occurred when gates were left unlocked.
The commission discussed two paths: grant an annual accommodation (allowing groups to request two weeks around spring break each year) or formally change winter hours to close at 6:00 p.m. across the winter season. After debate about safety in darker park areas, operational burden on staff, and optics of a permanent change, the commission agreed that the parks liaison will present both options to the Burgess & Commissioners at next week’s meeting and report back to the commission.
The commission did not adopt a permanent rule at this meeting; instead members asked staff to clarify operational impacts and deferred final authority to the Burgess & Commissioners.
