The Kiawah Island Town Council on June 2 approved revisions to the town’s minimum parking standards intended to give operators greater flexibility to manage seasonal and event‑driven parking demand.
Planning Director John Taylor described the revisions as aimed at shared parking and changing ratios for hotels and related uses. Representatives of KICA/CECA urged the council to allow temporary informal arrangements without requiring recorded easements, increase permitted off‑site parking from 30% to 50% and allow a safe‑pedestrian‑access standard in lieu of a strict sidewalk requirement. Shannon White, KICA’s chief operating officer, said the Sand Castle amenity manages peak demand operationally and the modifications would avoid unnecessary administrative burden while preserving safety.
Council debated the possible effect of increased off‑site allowances on on‑site programming and lot coverage. Members added two amendments: (1) clarify that off‑site shared parking must be within one‑half mile of the primary entrance unless valet or a designated shuttle is provided, and (2) expand the listed employee/resort/community facility uses. The council also discussed valet operations and enforcement, and planning staff said permanent off‑site arrangements would still require recorded agreements to ensure long‑term enforceability.
The amended parking ordinance was approved on a motion with a recorded voice vote. Council asked staff and KICA to prepare language for second‑reading and to confirm how the new standards will be administered and enforced.
