Trappe council approves ARPA-funded water meter upgrade and multiple infrastructure contracts

Trappe — The Trappe Town Council on Oct. 2 approved several infrastructure projects funded through American Rescue Plan Act (ARPA) allocations, awarding contracts for a townwide water meter upgrade, security fencing around wells and conditional approval for a sewer inspection and cleaning project.
Town Administrator Erin Braband told the council that the Town received a single bid to replace water meters and install radio-read modules; the bid from LB Water totaled $171,064.35. Commissioner Michael Sullivan moved to award the contract to LB Water for that amount; Commissioner Rose Potter seconded and the motion carried unanimously.
Braband said the Town solicited three bids to install security fencing around Well 4, Well 6 and the water tower, and separately for Well 5. After discussion Commissioner Jeremy Newnam moved to award the fencing contract to Chesapeake Fence for $22,490; Commissioner Walter Chase seconded and the motion was approved unanimously.
For sewer cleaning and camera inspection, Braband reported one bid from Livingston Septic at $4,560 per day, with a projected 7–10 business days to complete the work and a maximum cost estimate of $45,600. The council requested revisions to contract terms; Commissioner Michael Sullivan moved to award the project to Livingston Septic conditional on Town Attorney Lyndsey Ryan approving the revised contract. Commissioner Jeremy Newnam seconded the motion, which passed unanimously.
The council also approved a $1,945.31 ARPA purchase of a desk, filing cabinets and a chair for the water/wastewater office after Braband said those items were the lowest-cost option found. Council discussed quotes to remove existing mulch at Lakeview Park and prepare the base for rubber playground mulch; the council asked Commissioner Newnam to obtain an updated price adding a second layer of fabric and tabled that item until the November meeting. The council reviewed quotes for new and used street sweepers and requested additional information and more vendor quotes before deciding.
All contract awards and purchases were recorded as unanimous motions in the meeting minutes. Attorney Ryan is drafting or reviewing contracts where noted; the sewer work award is contingent on her clearance.
