Planning commission backs Virginia Propane storage and distribution site with safety conditions

Powhatan County planners and commissioners on July 7 recommended approval of a conditional-use permit for Virginia Propane LLC to operate a bottled-propane storage and distribution facility on roughly 3.08 acres in the South Creek Business Park.
Planning Director Webb outlined the proposal's primary components: a ~30,200-square-foot office/garage, secure fencing around propane storage, and two 60,000-gallon above-ground propane tanks. Webb said the CUP conditions require the storage area to be fenced and to comply with applicable National Fire Protection Association and Virginia Statewide Fire Code standards; a Knox box for emergency access is required.
Mark Kronenthal, counsel for the applicant, said Virginia Propane is a regional supplier with about 70 customers in Powhatan and that the facility would operate as a distribution base with fewer than 10 employees initially. Kronenthal said build-out would be phased and the company likely would begin with one tank before adding capacity.
Residents asked the commission to consider sidewalks along adjacent roads and pressed for clarity about the company's long-term plans. Kronenthal said the applicant would work with neighbors and the county through site-plan review. The commission approved the recommendation 5-0; the case will proceed to the Board of Supervisors for final action.
