Commission recommends proffer amendment allowing contractor's office at 2620 Anderson Highway

The Powhatan County Planning Commission on July 7 recommended approval of a proffer amendment (case 26-01-PA) for a 3.66-acre Commerce Center parcel at 2620 Anderson Highway, clearing the way for a 16,000-square-foot contractor office/warehouse and accessory outdoor storage for Cleanstone (regional contractor).
Planning Director Webb described the amendment as a replacement of the previously approved automotive repair concept (2023 case) and said the revised proffers retain transportation commitments, interparcel connectivity, and a dedication for a future eight-foot bicycle/pedestrian facility along Anderson Highway. Webb summarized VDOT's comments and said staff was satisfied that the applicant addressed VDOT's issues in the revised proffers.
Anne Miller, planner for Westwood Professional Services representing the applicant, said the applicant agreed to the staff-recommended proffers and would work with VDOT on entrance spacing. "After further discussions with VDOT and the county wanting the 100 by 100 turn lane, the applicant was more than willing to provide that," Miller said.
During the public hearing, resident Carl Schwendeman asked the commission to require the developer build a 5-foot concrete sidewalk to VDOT standards now, noting that construction activity on Route 60 would make it cheaper to install the sidewalk at this time. Commissioners asked staff and the applicant to consider sidewalk and cross-access details during site-plan review. A motion to recommend approval carried 5-0.
Because this action is a planning commission recommendation on a proffer amendment, the case will move to the Board of Supervisors for final action and any additional conditions.
