Planning commission approves 30-day deferral for Throttle Therapy motorsports permit

The Powhatan County Planning Commission voted 4-1 on July 7 to defer action on a conditional-use permit for Throttle Therapy Appomattox River LLC, a proposed motorsports park and campground, for 30 days to the commission's August 4 meeting.

Planning Director Webb told the commission the application has generated significant public interest and that staff had not completed a full staff report or recommended CUP conditions; staff had advised a 60-day deferral to allow time to include the AFD advisory committee report and finalize conditions. Webb said, "This is an incredibly complex case and there are still conversations that need to be had and questions that need to be resolved before staff can provide a complete staff report." The applicant had requested more time to pursue alternative locations and community conversations.

Commissioner Collin attempted to call the matter up for an immediate hearing by moving to deny the deferral, but the motion received no second and died. Chair then moved for a 30-day deferral, saying the shorter interval would give staff and the applicant time to complete the package while expediting the process. Commissioner Hatcher seconded the motion. A roll-call vote approved the 30-day deferral 4-1.

The 30-day deferral means staff will produce a full report and proffer language for the commission and public before the next hearing; Webb noted the Board of Supervisors could still remand the case back to the planning commission or administratively approve a further deferral under county practice.

The commission did not take a substantive vote on the CUP itself; the next procedural step is the Aug. 4 planning commission meeting, where the application is scheduled for further consideration unless the applicant or the board requests otherwise.
