The Hannibal City Council handled several routine administrative items April 7, approving board appointments, payroll and minutes and addressing uncollectible special taxes.
The council approved a first reading appointment to the library board (Tom Prater) and second-reading reappointments to the Hannibal Housing Authority for Patty Talbert and Jay Gonti (terms to April 2030). Additional reappointments included Roy Hark to the Historic Development District Commission and two positions on the Employee Benefit Trust Board (Bianca Quinn and Matt Lay). The council approved three appointments to the Affirmative Action Committee (Faye Dent, Candy Weems and Corey King).
City Collector Janice McGruder asked the council to abate $34,937.59 in special taxes the city likely cannot collect (including three demo properties and nuisances for mowing or trash pickup). McGruder described this as a routine process to keep the books in order; council approved the abatement.
Council also approved routine financial items including payroll and claims for March 2026 and adopted meeting minutes from the March 17, 2026, session.
