Spring Green trustees approve memorials, adopt transportation resolution and offer police chief position

Village President Robin Reid called the meeting to order at 7:01 p.m. Roll call showed six trustees present and one absent (Jeannie McCarville).
The board approved the April 22 minutes (motion by Trustee Deb Miller, seconded by Jean‑Claude Bédard) and the meeting agenda (motion by Trustee Damian Barta, seconded by Hope Winship). During the consent‑agenda discussion Barta asked that the Spring Green Arts & Crafts Fair street‑closure request be removed for review; after trustees discussed curb‑painting language (Adam Reno noted the issue was resolved last year) the consent agenda, including the fair request, was approved (motion by Miller; seconded by Winship).
Memorials for Joel Marcus: Trustees approved placement of a temporary memorial sign for Joel Marcus, with the board agreeing to review the sign in six months or sooner if it became worn (motion by Miller; seconded by David Saperstein). Trustee Damian Barta recused himself from that vote. The board also approved a proposal from Jane Hauser to place a life‑size bronze German shepherd sculpture and plaque between Baron Brooks and the Jefferson Plaza, and granted a request for Public Works assistance for placement and potential temporary storage; Hauser said River Valley Commons would oversee fundraising for the piece (motion by Barta; seconded by Winship).
Policy referrals and resolutions: The board approved a Transportation Funding Resolution template provided by the League of Wisconsin Municipalities, transposed into the village format and authorized for signature by the Village President (motion by David Saperstein; seconded by Miller). The board also referred proposed amendments to Ordinance 180 (Bicycle and Play Vehicles) to the Ordinance Committee after Trustee Eugene Schulz presented information gathered to assist that effort (motion by Miller; seconded by Saperstein). A Plan Commission appointment was discussed but no action was taken.
Personnel action: After convening in closed session under Wis. Stat. §19.85(1)(c) to consider personnel matters, the board reconvened and approved a motion to offer Andrew Kurek the Police Chief position with a six‑month probationary period, and with oversight and compensation to be established by the Village Board (motion by Miller; seconded by Bédard).
What’s next: A public hearing on the wastewater treatment facility (WWTF) engineering agreement was scheduled for 6:30 p.m. on June 10, 2026 (see separate item). The meeting adjourned at 9:40 p.m.
