Little Falls board accepts wind-farm moratorium, tables solar law and hears planning update

The Little Falls Town Board on Nov. 11, 2025 accepted proposed Local Law #5-2025, a one-year moratorium on wind farms, and scheduled a public hearing on the measure for Dec. 9, 2025 at 6:00 p.m. at town hall. The resolution to accept the proposed law and set the hearing passed by unanimous roll-call vote; the town clerk was authorized to publish notice in the Times Telegram.
Supervisor Dan Casler and all present council members voted in favor of Resolution #96. The moratorium, as described in the resolution, is intended to pause permitting and construction while the Town Board drafts regulations governing the construction, installation, placement and permitting of wind farms.
On related land-use business, the board discussed adoption of a Local Law on solar farms (Local Law #4-2025) but voted to table adoption until the December meeting to allow more discussion (Resolution #97). Clerk Sandra Regan had asked whether the board would approve the 2024 annual audit; there were no comments on that item during this meeting.
Earlier in the meeting steering committee members Marianne Graziadei and Steve Salamone presented a Comprehensive Plan community visioning summary and draft goals (handout from Project Manager Jordyan Muller) and asked the board for guidance on the committee’s role; Attorney Nicholas Macri advised the board to delay action to allow time for review, and the board agreed to table action on steering-committee-related decisions.
The Planning Board reported it had approved ARC Herkimer’s Event Center, and the Town Board accepted Planning Board member Marianne Graziadei’s resignation effective Nov. 11, 2025 (Resolution #94).
