Board approves multiple engineering and development items, releases two bonds

On April 14 the Town of Newburgh Board approved several engineering and development items presented by Town Engineer Patrick J. Hines.
The Board approved Change Order #1 for the Delaware Aqueduct Tap Water Treatment Plant influent valve modification, recommending a one‑year contract extension for TAM Enterprise and an increase of $5,457 to cover bond/insurance costs and union labor increases. The board also approved release of two eligible bonds for JW Congregation Support, Inc., authorizing return of the Stormwater Erosion & Sediment Control Bond ($106,556.00) and the Tree Monitoring Site Plan/Subdivision Bond ($16,875.00); a landscaping performance bond of $30,143.00 remains in place until July 2025 as required by code.
For Monarch Drive Senior Housing (PB #2019‑28), the applicant provided a landscape estimate of $8,202.48 and a required landscape inspection fee of $1,000; the board approved the landscape and a stormwater/erosion & sediment control engineer’s estimate of probable construction cost of $489,542.11 plus a 4% inspection fee ($19,942.00) with securities to be posted prior to final plan stamping. For Newburgh Elite Storage (PB #2024‑12), the landscape security was approved at $94,885 with a $4,000 inspection fee, and the stormwater/erosion & sediment control estimate was recorded at $479,070.95 with an inspection fee of $19,163.00; securities must be posted in a form acceptable to the Town Attorney before Planning Board plan completion.
MOTIONs were offered and carried for each item; recorded votes were 4‑0 with Supervisor Piaquadio absent. The Justice Court façade upgrades change order (total $13,024.00) was also approved to address discovered structural issues and add an after‑hours mailbox.
