Licensing board raises minimum fine for underage alcohol sales to $500, effective Aug. 1

The Carroll County Board of License Commissioners voted July 8 to increase the minimum fine for first-offense underage-sale violations to $500, effective for violations cited on or after Aug. 1, 2026.
Inspectors had presented a comparison showing neighboring counties with higher minimum penalties, including Frederick County at $1,500 for a first violation. Commissioners said $300 had become a weak deterrent and that a $500 minimum would better signal seriousness while still allowing the board discretion to impose higher fines or suspensions for repeat or severe violations.
The board agreed to notify licensees by newsletter and to apply the increased minimum to new violations issued from Aug. 1 onward; cases pending at the time of the vote were not retroactively increased. The board asked staff to publish the new policy and to include information in the licensing newsletter so operators understand the change and have time to comply with updated expectations.
