Town staff flags $400,000 FF&E need for Healy building garage; ARPA funds available

The representative showed upstairs conference-room layouts and the mayor-and-council chamber rendering, discussed accessibility features, and said the roof and ceiling changes increase the room volume. He reported a project‑manager turnover and that permitting and utility disconnects (WSSC, Pepco, Washington Gas) had pushed the expected completion date back by roughly two to four weeks. On the garage, the project team said a functional expert recommended upgrades and additional equipment—regulated storage, containment, mezzanine space and upgraded lifts—which the team estimates could add about $400,000, roughly a 3% increase in the overall project cost. "We believe we need up to $400,000 additional dollars," the project representative said.
Town staff reported available ARPA balances and confirmed that an ARPA budget allocation or adjustment would be presented at an upcoming meeting for formal approval. Council members asked clarifying questions about space layouts, potential murals for the field side, storage for leaf mulch and recycling supports, and whether the bottle‑collection service could be accommodated; staff said leaf‑storage and sheds for community groups are programmed into the yard area and that bottle collection remains under consideration.
Council asked staff to return to the November meeting with a formal request and the legal/administrative steps needed to reprogram ARPA funds. No final appropriation was made at the meeting.
