High Bridge council adopts salary ranges, parking rules, golf fees and LOSAP amendments; consent agenda approved

Ordinance adoptions came by roll-call motions that recorded six affirmative votes. Council opened and closed public hearings and voted to adopt Ordinance 2021-001 (salary and wage ranges); Ordinance 2021-002 (Chapter 184 — parking), which councilmembers said is intended to preserve Main Street parking and reduce court referrals; Ordinance 2021-004 (amending golf-fee ranges to allow fee adjustments at the borough golf course); and Ordinance 2021-005 (amendments to the LOSAP program tied to formation of the South Branch Emergency Services). The council also introduced Ordinance 2021-006 to adopt a revised zoning map and set a public hearing for Feb. 25, 2021 to be advertised in local newspapers.
Council approved a consent agenda that bundled more than a dozen resolutions, including a personnel-policy amendment; appointment of the annual assessment officer; a raffle license for North Hunterdon Youth Baseball; contract awards for facility maintenance and occupational health services; a change order for the StreetScape project; a grant agreement with the New Jersey Historic Trust for Solitude House; utility-rate matters; and appointment of code enforcement officers. The consent motion passed on roll call with six yes votes.
The council approved the bill list totaling $1,830,598.56 on a roll-call vote. Councilwoman Moore reported municipal tax collections at just over 98 percent as the borough completes year-end closeout and begins work on the 2021 budget with an aim to adopt the budget in March.
In other business, Mayor Michele Lee presented a longevity award to Carl Nosenzo of Carl and Co., recognizing more than 58 years in business in High Bridge. Council reports covered golf-course operations and planned repairs; website and historical-committee work including a proposed Solitude Annex visitor center; capital and water-system projects including a West Main water-main project and a Suez Water evaluation of tanks; emergency-services staffing and LOSAP follow-up; environmental efforts, including a $500 Sustainable Jersey grant for a Springside pollinator project; and outreach related to COVID-19 vaccination and special-needs residents.
A public commenter, Eric Elsasser, reported he had not received the meeting packet and council discussed providing a support contact to address packet access. Communications acknowledged a Hunterdon County Planning Board letter and a 100 West Main vapor-intrusion-results letter.
The meeting adjourned after the roll-call approval of bills. The council scheduled its next regular meeting for Feb. 11, 2021 at 7:30 p.m. via Zoom.
