Colmar Manor's council voted to support a regional community development corporation (CDC) and to authorize pursuit of a $50,000 technical assistance grant from the Maryland Department of Housing and Community Development. The measures were presented as Resolution R16-2025 (supporting the grant application) and R17-2025 (advancing joint formation and governance of the CDC with neighboring towns).
Tom Litke of Common Resilience Partners, the contractor identified to provide technical assistance, described the CDC's intended work: committees focused on transit/connectivity, economic revitalization, and governance to pursue grant funding, manage building improvements and support small-business capacity. Council members asked for clarity about whether the grant would require in-kind town commitments; staff said the application is for operating/technical assistance funds and cautioned against unplanned in-kind obligations.
Council members advanced and then approved the resolutions on voice votes. The CDC effort is intended to pool resources across Colmar Manor, Bladensburg, Cottage City and Edmonston to pursue grants and coordinated projects such as shared trash receptacles and broader economic development initiatives.
