The Colmar Manor Town Council on March 18 approved a right-of-way permit ordinance that lets the town administrator issue permits for work in the public right-of-way, such as curb cuts and driveways, moving routine decisions away from the council.
Mayor Monica Cassad said the change is intended to remove political friction from routine permitting. "I think it's definitely gonna cut down on the politics of it," she said, adding that the matter is more appropriate for administrative action than council deliberation.
Town Administrator Holcomb told the council the ordinance creates an administrative process and also preserves an applicant's recourse to the council if an adverse decision is issued. "It doesn't necessarily just end with the town administrator," Holcomb said, noting that applicants may still appeal to elected officials.
Allison Page, Ward 2, moved to approve the ordinance, and Council member Emerts seconded. The council voted in favor without recorded opposition.
