Council approves HUD 2026 action plan; public testimony highlights Rebuilding Together housing work

The Henderson City Council accepted and approved the 2026 Annual Action Plan related to Community Development Block Grant, HOME Investment Partnerships and Emergency Solutions Grants from the U.S. Department of Housing and Urban Development. Staff said the citizen-participation requirements were met and that staff will submit the approved plan to HUD.
At the public hearing, Bob Cleveland thanked the housing and grants staff for creative approaches to preserving and expanding affordable housing and urged the council to support Rebuilding Together to accelerate construction and permanent affordability. "One of the reasons we feel it's important for Rebuilding Together to be a part of this is the way our bylaws are written... As long as Rebuilding Together owns it and is involved in it, it will be affordable in perpetuity," Cleveland said, referencing the organization's structure and local units under development.
Councilman Seabach moved to accept the public comments and approve the plan; the vote was unanimous. Staff said no comments had been received prior to the public hearing and that staff are available for follow-up questions as the plan is submitted to HUD.
