Residents allege irregularities in Lusby Villas memorandum during public comment

Several residents used the public‑comment period to raise formal objections to the Lusby Villas development and to ask the board to re-examine earlier approvals and supporting documents.

Myra Gowans, speaking for Calvert Citizen United, said she requested and reviewed the project's timeline and the memorandum of understanding and found discrepancies. Gowans alleged portions of the memorandum show inconsistent signature dates and lack notarization, and said those irregularities could mean the document was altered or is missing records. "You have a false document here and everybody's putting all their eggs into this basket," she told the board, urging an investigation of whether the county's files are complete and accurate.

Josh Johnson, representing Concerned Citizens of Calvert County, echoed access and traffic concerns, saying the memorandum does not demonstrate proper access and that the traffic study "doesn't abide by state and federal law" as expected for a project of this scale. Johnson said the property's deeds are held under multiple instruments rather than a single consolidated deed, which he said could permit phased or incremental high-density construction without comprehensive review.

Both commenters urged the board to honor the community's concerns and to confirm that required studies, access plans and legal documents are complete and compliant before projects proceed. County staff and planning presenters had earlier described the project's timeline and past memoranda in response to questions during the ordinance discussion; the board did not take a formal vote on the Lusby Villas issues during this meeting, but commissioners acknowledged the public concern and the need for staff to verify records.

The board's agenda includes additional planning follow-ups and staff promised to return with more details on pending ordinance changes and procedural protections for development proposals.
