City staff told the council that deficiencies in turf preparation and sod installation had delayed the park opening, and that public works had held the contractor accountable. Staff said the contract authorization would allow the city to fund corrective work and withhold final payment until specified deficiencies are addressed.
Council members thanked public‑works staff for oversight and for tightening requirements so contractors cannot seek payment for incomplete or substandard work. Council member Alejandra Avila and others praised the city manager’s diligence in enforcing specifications and recommended phased openings once repairs meet standards.
