PSC staff: average residential bills to rise roughly 8% after SOS bids

Drew McCaulliff, representing commission staff, summarized the Commission Staff's Report on the Standard Offer Service (SOS) bidding process and results and the estimated impacts on customer bills.

"The average residential bill will increase 8% which translates to approximately $186 per year," McCaulliff said while reviewing staff's analysis comparing June 2026–May 2027 with June 2027–May 2028. He also reported that the SFS portion of the bill is estimated to increase 13.3%.

McCaulliff gave utility-specific findings: for Potomac Edison residential service, average bills are expected to rise about 8% overall and 5.4%–6.1% for fall 2026 versus fall 2025, with SOS rates decreasing about 14% from summer to fall; BGE fall 2026 average bills show increases of about 8% to 13.2% with SOS rates decreasing roughly 13.2%–14.7% from summer to fall; Delmarva shows mixed class impacts (some classes −2.3%, others +5.8%–8.2%) with SOS rate decreases of 14%–32.1%; and PEPCO's fall 2026 average bills are estimated to increase 11.8% to 14.2% with SOS rates decreasing about 11.7% from summer to fall.

Staff marked the report as staff exhibit 2 and the chair admitted it into the record. After McCaulliff's summary, staff reported "nothing further," there were no questions from commissioners in the transcript, and the meeting adjourned.
