Council moved several items under suspension and approved final passage for key purchases and contracts. Ordinance 202670, authorizing the purchase of a custom Cyclone rescue pumper from Adventech Service & Parts LLC through the State cooperative purchasing program, passed on final roll call after the safety committee's recommendation and a finance memorandum confirming available funds.
Council also approved a consent package that included an amended local public agency agreement with the Ohio Department of Transportation for the US‑422/Harper Road interchange (authorization for the mayor to execute an amended LPA agreement), the acceptance of a $39,990 quote from Kelly Steel Erectors for removal and replacement of damaged railing on Somme Center Road, a sewer grouting contract with United Survey (not to exceed $200,000, with waiver of competitive bidding), and the annual catch basin repair program award to TC Construction Company at $262,800. The council accepted a bid from Terrace Construction for the Miles Road waterline replacement project (amount presented as approximately $3,250,000) and authorized related construction administration services with Steven Havancic & Associates for $35,360.
One item involving purchase of 2026 Ford police interceptors (Ordinance 202661) and associated upfitting equipment (Ordinance 202662) was introduced and will remain on third reading to allow time to finalize trade‑in values, the administration said.
Council thanked Paul Celanix and the water reclamation staff for steady operations and noted that the proposed sewer rates for 2026–2027 would remain unchanged from 2012 levels for residential, business and industrial customers. The sewer‑rate ordinance (202690 series) was approved under suspension.
Clerk roll calls recorded nearly unanimous support for these emergency measures; several council members praised staff and noted that some items were vetted in caucus and in committee before the meeting. Contracts that waived competition were presented with not‑to‑exceed amounts and justification that work was time‑sensitive or covered by cooperative purchasing agreements. Council approved the consent package on the motion recorded at the meeting.
