Newton hears RAPZ award recommendation for Clarke Park; bids received but work on hold until county approves

Roland (Rollie) Griffin told the council that Newton had been awarded $32,500 under the RAPZ grant program and that he has already received three bids for an asphalt walking path. Mayor Craig Rigby cautioned that the town had not yet received official notification because Cache County must approve the recommended award; Cache County was scheduled to discuss the award at its June 9 meeting.
Griffin said the low bid for the walking path was $30,000 and a bid of $46,410 had been received for parking at Clarke Park. The minutes record a separate bid from Staker Parson for $5,115 to grade and place excess asphalt from the Center Street project at Clarke Park for parking near the pickleball courts. Griffin said he had sprayed the lawn at Clarke Park and watered recently planted trees, and that he was attempting to contact CenturyLink about removing an overhead trunk line above the park.
Councilmembers agreed the town may solicit final bids but cannot proceed with construction until official RAPZ award paperwork is received and any necessary county approvals are confirmed. No formal town expenditure or contract award was approved at the June 4 meeting.
