Planning commission adopts 18-month extension for Windflower Fields townhomes

The San Ramon City Planning Commission adopted Resolution 0326, approving an 18-month extension for entitlements on the Windflower Fields townhome project at 2701 Hooper Drive.
Brian Winter, the land-use attorney for the applicant, told the commission the project has been delayed by a newly revealed landslide condition on adjacent property and that two contracts with prospective homebuilders fell through; he asked the commission to grant the full 4.5-year extension available under the Subdivision Map Act. "I would simply ask that you grant the balance of the 4 and a half years that the map act provides for," Winter said.
Staff planner Ryan Driscoll summarized the project history: the development was approved in December 2021 for 47 for-sale townhomes and 16 accessory dwelling units and had previously received an 18-month extension that expired on June 7, 2026. Driscoll said staff recommends an 18-month extension to allow the applicant additional time to obtain construction permits and pursue landslide remediation design work.
Commissioners asked about the landslide constraint and whether a shorter extension could serve as an effective checkpoint. Commissioner Kanjula said an 18-month check-in would let the city and the commission "know where it stands" and measure progress; Commissioner Kuznick said regular check-ins can help keep momentum, despite the additional work of returning for an extension.
Commissioner Kuznick moved to adopt Resolution 0326; Commissioner Kanjula seconded. The commission approved the motion on a 3-0-0 vote. Chair Albert noted the decision is appealable to the city clerk within 10 calendar days by filing a written letter stating grounds for appeal and paying the filing fee.
The commission’s action preserves the applicant’s entitlement while creating a closer administrative checkpoint for staff and commissioners to evaluate progress toward construction.
