The staff member recommended leaving the funds in place for the coming year rather than transferring them immediately, citing uncertainty about how new statutory rules and revenue patterns will play out. "Honestly, I would recommend that we hold that in there this year because of the new legislation," the staff member said, adding that the county could transfer funds later in the year if warranted.
Board members voiced agreement that caution is prudent given a 2% annual growth cap and changes to the cap and growth calculations under recent law. One member noted that the board can revisit transfers in October if legislative clarity improves.
