Commission approves first reading of ordinance setting rules for stationary food vendors near breweries
Summary
On first reading the commission approved Ordinance 202604 to permit stationary (semi-permanent) food-trailer vendors as accessory uses to microbreweries and similar businesses, adding site standards, utility and easement protections and a 180-day removal rule for discontinued uses.
The City Commission on June 1 gave initial approval to Ordinance 202604, which would create a new section in the Safety Harbor Land Development Code allowing stationary food vendors as an accessory use for microbreweries, microdistilleries and nanobreweries in specified zoning districts.
Carol Strickland, Community Development Director, said the ordinance sets site-development standards, utility connection and screening requirements, a maximum trailer size and a review process. The Planning & Zoning Board reviewed the draft May 13 and recommended approval with clarifying edits: the trailer may not sit in utility or drainage easements; it may sit on a concrete pad or other durable surface; and if the use is discontinued for 180 days the improvements must be removed to avoid abandoned trailers.
The ordinance passed first reading after a motion and second; the recorded vote at first reading was three to zero with one commissioner recusing due to a business conflict. The item returns for a second reading on June 15.
