Harrisville council approves $734,069.37 in bills, renews lagoon contract and sets 2026 calendar

The Harrisville City Council on Dec. 15 approved a bill submission totaling $734,069.37, including payroll, routine bills and costs tied to the lagoon project, and renewed the city’s annual lagoon maintenance agreement with WSP.
Clerk Harmon distributed the November billing sheets and a new financial review form requested by Alderman McKenzie before the vote. The motion to approve the bill submission passed unanimously. Council then reviewed and voted 6-0 to accept the WSP annual agreement for lagoon maintenance.
The council also set its regular 2026 meeting schedule for the second Monday of each month at 6:00 p.m.; meetings will be held at the new city hall. Vanderheuel moved to set the calendar, and the motion passed unanimously.
Council adopted the Special Event Policy with amendments intended to guide city-sponsored events and designated the New Year’s Eve anchor drop as a city-sponsored event. Policy statements on other matters were tabled for further review. Clerk Harmon reminded the council that the clerk posts a draft of minutes within eight days and publishes approved minutes after local review.
The meeting included several routine procedural motions — approving the agenda with an amendment to include an Arts Council request, tabling November minutes because of the clerk’s leave, and other administrative actions — all recorded in the public minutes.
The council adjourned at 8:36 p.m.
