Sherwood awards $712,000 contract to Vinton for Pigeon and Stommel roads and utility work

The Village Board awarded the Pigeon Road and Stommel Road street and utility construction contract to Vinton Construction Company following public hearings and bid review. The contract award, approved by roll call, was for $711,976.60.

The project follows planning and public engagement to urbanize sections of the roads (curb, gutter, storm sewer, and behind-the-curb trail segments) and to extend water and sewer where required. The board previously held public hearings on special assessments for the improvements and adopted a preliminary resolution to levy assessments against benefited properties. The board approved Change Order No. 1 (a scope and price adjustment) prior to final award and directed staff to follow assessment procedures according to statute.

Engineer Jennifer Schaff explained sequencing and public-notice obligations and said the project will be phased so utilities and storm sewers are constructed first with paving and final surface work to follow as weather and schedule permit. The board emphasized assessment timing options and the common policy of deferring assessments on currently unannexed or undevelopable frontage until development or annexation occurs.

What happens next: construction began with an initial certificate for payment issued to the contractor; the village will bill special assessments according to the adopted schedule and provide notice and payment options to affected property owners.
