Maria de Jesus Quintanilla, a longtime PSJA educator and parent, asked the district to expand transparent, application‑based opportunities for stakeholder participation on committees that influence district bids and funding decisions. Laura Martinez and Ruby Delgado warned of nepotism in hiring, insufficient background investigations and a lack of ongoing monitoring; Martinez urged three immediate policy changes: an anti‑nepotism ban for immediate family of leadership, mandatory independent third‑party background checks and mandatory preemployment drug testing for all personnel.
Trustees and counsel responded in public. Counsel and multiple trustees reminded speakers that specific personnel complaints involving named employees are handled through confidential HR and grievance processes, not public comment. Several trustees acknowledged the concerns and directed the public to grievance and administrative channels; others said they would review procedures and noted legal limits on what can be discussed in open session.
No board policy changes were adopted at this meeting; the items were raised in public comment and generated requests that staff provide follow-up information about existing hiring and vetting practices and protections for employees who report concerns.
