Select Board appoints two candidates, reappoints volunteers and approves FY24 transfer to cover police overtime

The Bedford Select Board on July 8 appointed Lucille Wilson to the Charter and Bylaw Review Committee and Andrea Claykhorn to the Cultural Council, reappointed numerous volunteer committee members and approved a year-end budget transfer to cover police overtime.
Lucille Wilson introduced herself as a member of the Zoning Board of Appeals and said she would look at zoning provisions that may embed barriers, pointing to research indicating “hidden discrimination written into zoning codes” and flagging ADU parking requirements that she said can create a cost barrier for homeowners seeking accessory dwelling units. Paul moved to appoint Wilson to a term ending 06/30/2025; the motion passed 5–0.
Andrea Claykhorn, a longtime Bedford resident who said she has a background in journalism and social work, asked to serve on the Cultural Council to help promote grants and publicity for local artists. The board moved and unanimously appointed her to a term ending 06/30/2027.
The board also completed a set of reappointments across committees including the trails committee, tree master plan and tricentennial planning participants, the Energy and Sustainability Committee, the Municipal Affordable Housing Trust and the Historic Preservation Commission. Each reappointment was moved and approved by voice vote.
On budgeting, the town manager reported the principal year-end budget pressure was police overtime driven by staffing shortages. Staff proposed transferring $300,000 from the DPW water purchase line item to the police overtime account; the Select Board voted to authorize that transfer subject to Finance Committee approval on July 11.
All appointment and transfer votes were recorded as unanimous (5–0). Town staff were authorized to sign appointment and reappointment letters on behalf of the board.
