The Board approved two votes intended to advance planning on tax incremental district (TID) closures as a tool to address operating budget deficits.
Trustee Mark Lederer and others outlined options including a referendum to increase levy limits in future years or early TID closure to return property to the tax roll. Trustees agreed initial technical assistance would be helpful. M/S Lederer/Ullsvik authorized expenditure of up to $2,000 from TID funds for consultant planning (roll call 7–0). The Board then directed the Village Administrator to obtain a formal quote from financial consultant Ehlers for planning related to a possible 2027 referendum; that request passed on a 5–1 vote with one abstention.
Separately, trustees discussed open-records request processing and potential policy and workflow changes to ensure attachments are captured and to reduce backlog; no motion was taken. Trustees also voted to change the regular Village Board meeting time to 6:00 p.m. effective in March. The Board held a separate discussion of the MG&E Shared Solar program and took no action, asking for clearer cost estimates at a future meeting.
The consultant authorization and quote request give staff authority to pursue technical analysis that could inform fiscal choices such as TID early closure or a future referendum.
