Du Quoin council approves insurance, engineering and condemnation resolutions; FOP contract moved to public display

The Du Quoin City Council on Nov. 10 approved several municipal resolutions and placed a proposed police labor contract on public display.
Mayor Downs opened the meeting and led the council through roll call and routine business before the council approved the Oct. 27 minutes and the list of bills. Council then moved to a series of resolutions. The council approved Resolution 2025 R10-05 authorizing renewal of the city’s insurance with the Risk Management Association, and approved Resolution 2025 R10-06 to contract with Farley Engineering LLC for engineering services on the Chestnut Lift Station project.
The council also adopted condemnation resolutions for two properties: Resolution 2025 R11-01 for 339 South Walnut and Resolution 2025 R11-02 for 821 East Park. In addition, the council approved Resolution 2025 R11-04 awarding a bid and authorizing notices to proceed for industrial‑park infrastructure improvements.
Council members moved each item and the motions were carried in roll‑call votes as recorded by the clerk. Mayor Downs thanked staff and outside counsel during the discussion of those items.
Separately, the council introduced Resolution 2025 R11-03, a four‑year labor agreement between the City of Du Quoin and the Illinois FOP Labor Council, retroactive to Jan. 1, 2025. Caitlin, a city staff member, summarized the contract as a four‑year agreement that “brings up the pay of the officers” and said it is intended to help the city catch up to regional officer pay rates. Ruth, city staff, added that she was “glad it’s almost settled.” The council voted to send the proposed FOP contract to public display for further consideration.
No ordinances were amended during the meeting; no additional fiscal details beyond the motion text were presented. The council adjourned after an executive session in which the mayor later said no formal action resulted.
