Socorro ISD submits TIA application, aims to pay top teachers starting 2028

District staff told the board on May 27 that the Socorro ISD Teacher Incentive Allotment (TIA) application was submitted April 15 and that the district is preparing for a data‑capture year in 2026–27.
Kim Baxter, instructional officer, outlined the district's chosen first‑year eligible groups (1st‑grade reading, 6th‑grade math, English I) and explained the measurement approach: teacher observation (T‑TESS) weighted 40% and student growth measures weighted 60%. Baxter said about 200 teachers would be eligible in year 1 and explained minimum student‑count requirements for growth measures and designation categories (acknowledge, recognized, exemplary, masters).
Baxter described the timeline: application submitted April 15, feedback due by the end of the week, potential resubmission by end of June, data capture in 2026–27, Texas Tech validation in early 2028, and first payments in August 2028 if the system is validated. The district will invest up to 10% of TIA funds in administrative support for the program and requires at least 90% of funds to go directly to teachers.
Trustees asked about staffing needs to administer TIA and risks around calibration and fairness; Baxter said the district will begin calibration and training in June and that a small implementation staff is planned. Trustee questions also focused on potential cultural effects among teachers and safeguards to prioritize student growth.
Board members discussed examples from nearby districts and emphasized careful rollout; staff described stakeholder engagement and a detailed guidebook and calibration plan to reduce the risk that the system would fail validation.
