Planning board declares intent to serve as SEQR lead agency for Gioni commercial building

At its Feb. 9 meeting the Putnam Valley Planning Board reviewed the Gioni development at 824 Pisco Hollow Road (file 2025‑0013), a proposed 100‑by‑51‑foot commercial building in the CN zoning district, and voted to circulate a notice of intent to be the lead agency under SEQR.
Presenter Chevy Hernandez (speaker 9) said the team provided wetland delineations prepared by town wetland consultant Bruce Barber and was awaiting DEC validation. Hernandez noted the paving and building footprint had been moved so impervious surfaces did not intrude into the wetland zone; he also said the project had previously received a zoning variance for a reduced front property setback.
Board members queried how the wetland buffer and wetland line were determined and discussed floodplain, hydric soils and vegetation indicators used in delineations. The board clarified the building’s proposed use would be determined by the building inspector; Hernandez said the structure is intended as secure storage for vehicles that might be in tow, but that a permit determination will be made by the building inspector.
The board made a motion and voted to circulate a notice of intent and proceed with the SEQR lead agency determination process; if no objections are received from involved agencies, the board will continue as lead and determine environmental significance.
