Planning board approves Tiger Lily 18 site plan, permits wetland disturbance with conditions

The Putnam Valley Planning Board on Feb. 9 adopted a resolution approving site development plan and a wetland permit for Tiger Lily 18 LLC at 231 Whitaker Road (tax map 41‑2‑2; file 20240280). The application covers about 14.86 acres and proposes to reduce the farmhouse from 2,191 square feet to about 1,546 square feet, repair an existing barn, and install roof‑mounted solar panels on the barn.
Architect Andrew Lefkowitz, representing the applicant, said the project will “reuse the existing septic system” and dig a new well, renovate the farmhouse footprint, and “we're also adding solar panels there and placing the infrastructure for the solar panels inside of the garage. So we're trenching over to the farmhouse.” The board noted both structures lie within the town’s wetland buffer and reviewed a mitigation plan submitted to offset any loss of wetland buffer function.
Planning staff presented a draft resolution prepared by town planner Bruce Barber and recommended approval with conditions. Staff said the application was deemed a Type II action under SEQR (environmental assessment form dated Oct. 14, 2025) and described required modifications: a list of ten conditions before signing and about 18 conditions before certificate of occupancy. The board adopted the resolution by voice vote.
Board members emphasized that required engineering comments, mitigation measures and the listed conditions must be satisfied before final signoff. A representative for the applicant confirmed variances from the Zoning Board of Appeals had been obtained for setbacks. The board closed the public hearing after no members of the public spoke.
The resolution approving the site plan and wetland permit is subject to the listed pre‑signing and post‑signing conditions and to compliance with any DEC validation of wetland delineations noted in plan review. The board did not set a specific date for final signing; staff will circulate the condition checklist and confirmations for the applicant to satisfy before the final approval.
