Joe Cholana explained the contract is an hourly, non‑guaranteed arrangement used for snow removal, emergency repairs and certain capital projects; the board approved the award on a voice vote.
Paul Downing presented three LSA grant applications the township will submit: (1) an electric vehicle for the codes department and a public charging station to support the township's clean‑energy goals; (2) public‑works garage improvements (an estimated $1.6 million project for which the township would seek a $1 million grant and provide roughly $600,000 in match); and (3) a new street sweeper (about $350,000) to support MS4 stormwater maintenance. The board authorized submission of the three resolutions (2024‑42, 2024‑43 and 2024‑44).
The board also approved required advertisement to appoint BBD as township auditor for the 2024 financial audit (appointment to occur at the January 2025 reorganization meeting) and approved engagement letters to retain Concord Public Finance (financial advisor Christopher Gibbons) and bond counsel David Naseter of Obermeyer, Redmond, Maxwell & Hippel LLP. Township staff emphasized that hiring these consultants does not obligate the board to borrow; they will advise if the board decides to pursue debt for a municipal building project.
