Keller commission backs Chalk and Steel SUP for billiards venue after safety, hours assurances

The City of Keller Planning and Zoning Commission voted 7–0 on May 26 to recommend approval of a special use permit for Chalk and Steel Co to operate an indoor entertainment venue at 761 Keller Parkway. The proposed facility would host organized billiards and darts leagues, tournaments and clinics in a 7,310‑square‑foot leased space; staff calculated a parking requirement of 37 spaces and noted about 50 shared spaces are available.

Commissioners pressed the applicants on nighttime hours, alcohol service and proximity to nearby residences. Applicant Jonna Perrin said tournaments are the reason for the proposed 2 a.m. closing time and that weekday activity typically ends by midnight. "We won't always be open till 2," Perrin said, adding the 2 a.m. hour "is just to facilitate needing to be there" for tournament schedules. Perrin and others said weekend tournaments are the likeliest occasions to run late.

Perrin said the business intends "controlled beverage service" and described measures to prevent overconsumption, including tracking tabs and limiting additional drinks when needed. "We will be making sure that drunkenness does not occur," she said, and said the beverage area will be small and separate from primary play areas. She also told commissioners the back of the building is fenced and not available to patrons.

Several commissioners said they would be more comfortable with restrictions: one asked that alcohol service end at midnight on weeknights and that late hours be limited to Friday and Saturday; another asked for on‑site security during busy nights. Perrin agreed that the business would be flexible on hours and said security staffing was in the proposed budget. Commissioner Leisch described the design and location as appropriate for retail zoning and said the concept felt consistent with other family‑oriented entertainment venues.

Staff and the applicants said no written public opposition had been received following mailed notices. Commissioners asked that conditions address security, outside congregating and alcohol cutoffs; the applicants volunteered limits including a midnight cutoff for alcohol during non‑tournament periods, no outdoor seating, and a willingness to have additional security the city would prefer. The commission moved to recommend approval as presented; the motion passed 7–0. The item will be scheduled for City Council consideration on June 16.
