DPW requests extension for Montebello flocculator repairs as custom equipment faces long lead times

The Baltimore City Department of Public Works asked the Board of Estimates on March 18 to note an emergency extension of an agreement with GMH Associates of America for repairs at the Montebello Water Filtration Plant, citing extended fabrication lead times for custom flocculator motors and seasonal restrictions that limit basin work during peak water demand months.
Deputy Director Alan Robinson said the notice to proceed was granted in July 2023 but that basin work is constrained by an annual June‑to‑October window when work cannot be performed on basins because the plant must meet peak demand. He told the board recent drought conditions delayed work in 2025 and that custom flocculator equipment carries a typical 26‑week lead time.
Deputy bureau head Michael Haman told the board work on basins 5 and 6 is complete or near completion and that Basin 7 requires additional concrete repairs, baffle wall installation and flocculation equipment. Haman said the vendor reports no new delays and DPW expects final completion of the project by October of this year; the department said the project remains within the authorized budget.
The board noted the extension request; DPW said it will continue to monitor vendor lead times and seasonal constraints and will update the board if the schedule or budget changes.
