Board approves election services renewal and payments for Neighborly and Aspen invoices

Clifford Tatum, executive director of the Baltimore City Board of Elections, asked the board to approve a final select‑source contract renewal to McAfee Election Services Inc. for $1,637,644 so the election office could maintain continuity while it hires a warehouse manager and maps vendor processes for a planned in‑house transition ahead of the 2028 cycle. The board approved the item by voice vote.
Procurement requested permission to pay BeneVate Inc., doing business as Neighborly Software, $200,340 to cover an unauthorized procurement and maintain the city’s case‑management system while a replacement contract is finalized. Chief Procurement Officer Adam Manning said teams at Procurement, DHCD and BCIT are finalizing a multiyear replacement contract and that the payment covers prior and interim usage through April 30. The board approved the payment.
The board also approved payment of $25,320.50 to Aspen Building Products Inc. to settle an outstanding invoice for emergency glass and blind replacement performed before funds were encumbered. Procurement officials said the application of additional training and an internal tracking module will reduce future occurrences of unauthorized procurements.
Board members emphasized these approvals are intended to preserve essential services and continuity while longer‑term contracts and internal capacity are put in place. The items were approved by voice vote and will be reflected in the board’s posted procurement results.
