Williamson advances zoning text amendment on first reading after 3-2 vote over permit penalties and fence standards

On Jan. 8, 2026, the Williamson City Council voted 3-2 to advance on first reading a set of zoning-text amendments to Section 156.023.
The amendment package adds a new Section K that would permit imposing a penalty equal to double the permit fee when work is done without a permit, and it revises Section 156.023(C) to clarify who may apply for a building permit. Stephen Levin moved the measure and John Smithson seconded. Councilmembers Bob Harrison and Steve Davis voted against advancing the amendments; the motion passed 3-2.
Councilmembers discussed fence requirements as part of the zoning conversation and referred those specifics to the planning commission for additional review at its Jan. 29 meeting. The council also voted 5-0 to allow public comment on the zoning amendments; a property owner spoke about mailbox installation and prior on-site work, stressing the importance of inspections.
Because this vote advanced the changes only on first reading, additional hearings and formal adoption steps remain. The planning commission's review of fence standards and any subsequent council readings will determine the final text to be adopted.
